Solved: Navigation Bar

This question has been asked before, but it suddenly got messed up because I don't have much experience in CSS

Hello is it possible to edit the navigation bar like XenForo?
If yes, can you please tell me how?

Your nav bar must be in text.

Okay, I changed it to text and I removed the pictures

In short: Can I add the blue bar under the navigation bar with no text? Can I do the blue background like on the picture, and can I let the navigation bar and the blue bar go up?
